Meeting of the Parish Council held at 7:30PM on Monday 6th November 2017 at Wychbold Village Hall, School Road, Wychbold, WR9 7PU

1. Apologies for absence
Apologies were received from Lady Anne Judge and Jo Lammas.

2. Declarations of interest
Nil declared.

3. Dispensations.
Nil received.

4. To consider and adopt the minutes from the Parish Council meeting on the 2nd October 2017.
The minutes were agreed as a true record and signed by the Chair.

5. Progress reports:

1. A38 traffic issues and speed limit
The Clerk confirmed that the County Council’s speed limit consultation was due to conclude 29th November 2017 and that an implementation date of mid-January was expected.

2. Village Hall barrier operation / Wychbold School
It was noted that the barrier needed to be left open for bin emptying on Wednesdays; the school have agreed to do this. The caretaker would arrange to do this during school holidays.

6. Open Session:

1. To receive a report by the District Councillor
Hugh Hamilton had taken up the issue with the bins obstructing private driveways and it was hoped that this was now resolved.

An air quality assessment had been undertaken and it was confirmed that Worcester Road, Wychbold, would be an Air Quality Management Area (AQMA) site. Worcester Regulatory Services will be developing an action plan.

2. To receive a report by the County Councillor
Representations were being made to Highways England over the A38/M5 traffic issues. Further evidence detailing the problems (time of day, duration, traffic conditions) was requested. The Parish Council would consider how best to monitor the traffic in a systematic way.

Feedback was requested on the Birmingham Velo event.

A working group was being formed at Worcestershire County Council to look at communication.

An issue was reported with a speed sign on the M5 that was blinding drivers and Peter Tomlinson agreed to take this up with Highways England.

3. Public participation
The meeting was adjourned for the public open session.

A member of the public provided a further update on the issue of cars parking on footways and bins obstructing footways. Further concerns were raised with the A38 / Chequers Lane junction and calls were made for junction widening and relocation of the pedestrian crossing. It was noted that the illegal Liberty Fitness sign was still in place.

The Clerk would make enquiries with the Police to see if notices were available to deter footway parking and would ask for enforcement action to be considered.

An update was given on the proposed village hall and playing field improvement projects.

An update was requested on Smartwater kits at Stoke Prior and it was confirmed that distribution was in hand.

The meeting recommenced following the public open session.

7. Co-option
It was confirmed that there were currently three vacancies on the Parish Council.

8. Planning:

1. 17/01909/LB – Astwood Court Farm, Astwood Lane, Stoke Prior, Bromsgrove, B60 4BB. Internal alterations to provide bathroom.
No objections were raised by the Parish Council.

2. 17/01983/HP – Highfield, Walk Mill Drive, Wychbold, WR9 7PB. Proposed detached single storey garage.
No objections were raised by the Parish Council.

3. 17/01950/HP – Walk Mills Farm, Rashwood Hill, Rashwood, Droitwich Spa, WR9 0DH. Conversion of outbuildings into ancillary residential annex.
No objections were raised by the Parish Council but it would be queried if this development was in the green belt.

4. 17/01974/RM – 1 De Wyche Close, Wychbold, Droitwich Spa, WR9 7PS. Application for reserved matters approval of access, appearance, landscaping, layout and scale following grant of outline approval W/16/01535 for construction of a detached two storey dwelling together with the creation of off-road parking to serve the proposed dwelling.
The Parish Council object the proposals on the grounds of limited visibility from the proposed access.

5. 17/02078/HP Associated ref: 17/02079/LB – Astwood Court Farm, Astwood Lane, Stoke Prior, Bromsgrove, B60 4BB. Extension and alteration of existing outbuilding to create new double garage.
No objections were raised by the Parish Council but it would be queried if this development was in the green belt.

9. Lengthsman
No specific issues were reported.

10. Public Rights of Way
The Parish Paths Warden had provided an update on the Public Rights of Way network. The County Council were looking to clear a couple of overgrown paths that were obstructed by vegetation and were also progressing the issue of paths that had been obstructed by fences. The Stoke Prior path where the bank is collapsing has been referred to the Environment Agency for investigation.

11. CCTV
The Parish Council agreed a policy document for CCTV that the Clerk would amend and update as appropriate.

12. Website
The Clerk provided an update on the requirements of the Transparency Code and suggested that the Parish Council consider a dedicated website. It was agreed that the Clerk would pursue the construction of a new website.

13. Village Hall Committee
An update was given on the activities of the Village Hall Committee. Various fund raising events were being considered.

14. Playing Field Improvements
An update was given on progress of the proposed playing field improvements. A meeting with the District Council was imminent and further information would be available following this meeting.

15. Finance:

The above payments were agreed and cheques duly signed.

11. Wychbold Village Hall (architect fee) – £2100.00
The above payment would be deferred until a future meeting.

12. Wychavon DC (litter bin emptying) – £82.19
13. Worcestershire County Council (streetlight replacement) – £614.28
The above payments were agreed and cheques duly signed.

14. To note Direct Debit payment to BT (broadband services) – £58.92
The above direct debit payment was noted.

15. To consider the purchase of a leaf-blower
The Parish Council would discuss the options with the caretaker.

16. To consider the Parish Council’s budget and precept requirements for 2018/19
The budget was agreed and the precept would be kept at the same level of previous years (£37,000).
