An extraordinary meeting of the Parish Council held at 8:00PM on Monday 18th December 2017 at Wychbold Village Hall, School Road, Wychbold, WR9 7PU

1. Apologies for absence
Apologies were received from Adam Joynes, Suzanne Shinn and Jo Lammas.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. To consider and adopt the minutes from the Parish Council meeting on the 4th December 2017.
The minutes were agreed as a true record and were signed by the Chair.

5. Open Session:

1. Public participation
No members of the public were present.

6. Planning
The parish council were frustrated with the lack of attention paid by Wychavon District Council to concerns raised over previous planning matters. It was also felt that the applications received below were submitted to coincide with the festive period so as to make consultation more difficult.

1. 17/02333/LB – Rashwood House Rashwood Hill Rashwood Droitwich Spa WR9 0BJ. Partial Demolition of outbuildings, extension and subdivision of existing property to form 1 additional dwelling (Resubmission of 17/00561/LB).
It was noted that this application had been withdrawn by the applicant.

2. 17/02296/HP – Springbank Worcester Road Wychbold Droitwich Spa WR9 7PF. Proposed alterations and extensions to dwelling incorporating annex and detached garage.
The parish council strongly object to this application as it was in complete disregard of the protection afforded by the green belt. The parish council is seeking additional protection from development of such areas in its emerging Neighbourhood Development Plan.

3. 17/02412/GPDQ – Rectory Farm Dodderhill Common Hanbury Bromsgrove B60 4AT. Notification for prior approval for a proposed change of use of agricultural building to a dwellinghouse (Class C3) and for associated operational development.
The parish council strongly object to this application as it was in complete disregard of the protection afforded by the green belt. The parish council is seeking additional protection from development of such areas in its emerging Neighbourhood Development Plan.

4. 17/01950/HP – Walk Mills Farm Rashwood Hill Rashwood Droitwich Spa WR9 0DH. Conversion of outbuildings into ancillary residential annex (amended design for the conversion of outbuilding to ancillary accommodation).
The parish council strongly object to this application as it was in complete disregard of the protection afforded by the green belt. The parish council is seeking additional protection from development of such areas in its emerging Neighbourhood Development Plan.

5. 17/02433/FUL / 17/02432/LB – Rashwood House Rashwood Hill Rashwood Droitwich Spa WR9 0BJ. Partial demolition of outbuildings, extension and subdivision of existing property to form 1 additional dwelling not in accordance with condition 5 of planning approval 17/00560/FUL to allow revisions to the glazed gable entrance.
It was noted that this application had been withdrawn by the applicant.

6. 17/02290/HP – 1 Astwood View Cottages, Causeway Meadows, Stoke Prior, Hanbury, Bromsgrove, B60 4BQ. Proposed two storey side extension and ground floor rear extension.
The parish council raised no objections.

7. Village Hall Committee
A short update was given on the activities of the Village Hall Committee and proposed future remodelling of the village hall.

8. Playing Field Improvements
No update was available.

9. Finance:

1. David Miles (Lengthsman) – £180.00
2. James Leah (expenses) – £19.99
3. B Clean Services (village hall cleaning) – £144.00
All of the above payments were agreed and cheques duly signed.

10. Councillors’ reports and Items for the next agenda
It was agreed to add the following items to the next agenda:
• Neighbourhood Development Plan
• Gritting and grit bins
• Replacement / additional CCTV cameras
• Tree / vegetation clearance by the village hall
• Social media policy

11. Date of the next meeting
The next scheduled meeting of the Parish Council is at 7:30PM on Thursday 4th January 2018.
